What is wrong with the St. Louis Blues this year?

They got to the playoffs last year with a lot of their bigger stars hurt. Now this year, they were presumably going to be even better.... but they've been about as bad as they were the first half of last season. What do they need to do to get better, and at what point would they become serious contenders?
