How to prepare a new crock pot.?

I'd like to know what I need to do before using my new crock pot. I bought a Midea brand in China and instructions are in Chinese. Any help would be appreciated. (I was told to let the water from rice sit in the pot for 2hrs before using, but this sounds a little odd..)
