What are some ideas for promoting a relatively unknown business concept locally?

My business is not the first of its kind, but it is a concept unfamiliar to people in my area. I have brochures, have mailed letters and have tried to get press releases into my local papers. Papers only want me to advertise at this point, which I understand, but until more is known about my venture, the cost wouldn't be justified. Here is a link to my business.
